A system which provides non-precision instrument flight rules (ifr) and visual flight rules (vfr) capability with visible and infrared lighting outputs using runway lights, taxiway lights, and glideslope guidance controlled anywhere on an airfield by handheld radio control, from an air traffic control tower, or from an aircraft, and powered by either solar, battery, or generator power. The number of runway lights and taxiway lights used varies with length of runway in accordance with local requirements.
